The handler checks if additional softlink instances exist. If no parameter is delivered, it checks if all soft-link instances have been ended.
If the parameter softLinkState was delivered, it checks whether all other softlink instances are queued at a particular activity.
If all other instances will fulfill the requirements, it tries to send the main process further.
